1870. The Elementary Education Act set up partially funded schools, still fee paying, but poor parents could be exempted.
The Fisher Act enforced education from 5 to 14 years. It also specified part time education for 14 - 18 year olds, but this was not implemented until 1921. There was no further major change until 1944.
